1935 Solutions Officer, Grant Systems

The National Endowment for Democracy (NED), a federally funded, private, nonprofit grant making organization that works to support freedom around the world, seeks a Solutions Officer, Grant Systems for the Grantmaking Resource Center (GRC).  This position is based in Washington, D.C.


Position Summary:


The Solutions Officer, Grant Systems ensures the smooth operation of NED’s grants management database and other systems related to planning, proposal intake, review, and board meeting preparations. The Solutions Officer also identifies how technology systems can support emerging needs or process changes in the grantmaking program. The Solutions Officer networks both internally and externally to stay abreast of best practices and changes in the field of grantmaking that require systems solutions. The Solutions Officer leads a team of grants management system (GMS) power users, manages the GRC HelpDesk, and coordinates the Tableau/Data Visualization User Group at NED.




  • Design and execute rollouts of new systems in collaboration with the GRC Senior Resource Officer and as directed by the Senior Manager and Director, GRC
  • Identify emerging needs in the grantmaking program that can be met through expanded configuration of the grants management database, creation of workflows and taskboards, and training, tailored to different staff levels and occupations
  • Flag data security issues in NED’s grant systems for the Sr. Manager of Systems and the Director, GRC
  • Serve as expert grant systems resource and manage the GRC help desk, collaborating with IT when needed to find solutions to systems problems that are not user training issues
  • Work with the Senior Resource Officer to ensure that a new GMS or other systems solutions are rolled out with appropriate documentation and training to users
  • Liaise with all teams in the grantmaking program directly, through the Staff Advisory Committee, and the GMS Power User Team to understand NED’s grantmaking process and how systems can help make it more effective and efficient
  • Liaise with vendors on issues related to the user experience with NED grant systems, and suggest improvements that would make NED’s work more efficient and secure
  • Liaise with grant systems staff at other grantmaking organizations to share best practices in GMS administration and in aligning technology with grants management procedures
  • Act as GMS Administrator, including, but not limited to: setting up users, groups, permissions, codes, templates, batch utilities, and reports
  • Serve as in-house systems expert on Tableau, coordinating the Tableau/Data Visualization User Group and guiding the group towards a recommendation of whether NED should adopt the system organization-wide
  • Maintain change and solutions log for all grantmaking systems
  • Provide orientation and training to staff on NED’s grant systems
  • Develop and maintain instructional manuals on the use of grant systems; Modify written procedures of data management practices as needed
  • Maintain knowledge of grants management systems to inform leadership decisions about next steps in grant systems acquisition and management




  • Knowledge/Experience:
    • Bachelor’s degree in relevant field;
    • 4+ years of experience in grant systems management, grants process management, or related field.



  • Other Qualifications:
    • Training, tutoring, or teaching experience preferred;
    • Proficiency in second language is a plus;
    • Authorized to work in the United States.


  • Competencies:
    • Excellent verbal, written and interpersonal communication skills;
    • Ability to multi-task and manage diverse activities.
