The National Endowment for Democracy (NED), a federally funded, private, nonprofit grantmaking organization that works to support freedom around the world, seeks a Grants Officer, Cores. The position is based in Washington, D.C.

NED’s grantmaking activity is divided into two main programs: discretionary, which provides support to  hundreds of non-governmental groups working abroad; and core, which provides support for projects done by NED’s four institutional partners - the Solidarity Center, the Center for International Private Enterprise, the International Republican Institute, and the National Democratic Institute for International Affairs. NED gives grants to these groups for programs that promote pluralism and free and fair elections, free markets and economic reforms, and independent trade unions.


Position Summary:

The Grants Officer, Cores works under the supervision of the Managing Grants Officer, Cores. This position provides hands-on (cradle-to-grave) management of a portion of the core grant portfolio, working closely with colleagues and core grantee liaisons to provide effective and collaborative due diligence and oversight of grant programs.



  • Participate in review of proposals to identify potential technical issues in new awards and analyze proposal budgets for allowability, allocability, and reasonableness;
  • Draft new grant agreements and amendments;
  • Monitor grantee compliance with terms of grant agreement;
  • Ensure the smooth management of grants portfolio, including timely payments, quick response to grantee inquiries, and efficient problem-solving;
  • Review grantee financial reports and track project costs and spending rates;
  • Maintain up-to-date grant portfolio, including reminders, follow-ups, and closeouts;
  • Conduct prompt resolution of grantee audits as needed;
  • Foster and maintain effective working relationships with core grantee liaisons;
  • Ensure that grants awarded are in compliance with US Government or other donor regulations and/or other special requirements;
  • Perform other duties as assigned. 



  • Knowledge/Experience:
    • Bachelor’s degree in relevant field (public administration, nonprofit administration, international studies, etc.);
    • 2+ years of grants and/or contract administration experience in a nonprofit organization or foundation;
    • Proficiency in Microsoft Office, especially Word and Excel; knowledge of MicroEdge Gifts or other relational database helpful. 


  • Other Qualifications:
    • Familiarity with Federal grant regulations and international activities/issues relevant to NED’s operational environment;
    • Authorized to work in the United States. 


  • Competencies:
    • Attention to detail and ability to multi-task, set priorities, and organize time efficiently;
    • Strong ability to be a team player and self-starter, comfortable in a supporting role, working independently, and in a multicultural environment;
    • Strong verbal, written and interpersonal communication skills, including articulate interactions with staff.
